I&#8217;m sure this will be a valauable tool for many international educators, higher education/international education researchers and others interested in the international dimension of higher ed.</p>
<p><a title="Nuffic International Education Monitor" rel="http://www.nuffic.nl/international-organizations/international-education-monitor/international-education-monitor" href="../images/images.jpg" target="_blank"><img class="size-full wp-image-1068 alignleft" style="margin: 0px 10px;" title="images" src="../images/images.jpg" alt="" width="94" height="43" /></a>The monitor tracks developments in almost 50 countries all over the world. It provides up-to-date country information and explores core themes in international higher education. It provides you with a selection of the <a href="http://www.nuffic.nl/international-organizations/international-education-monitor/news-monitor">news </a>on international higher education, categorised thematically in <a href="http://www.nuffic.nl/international-organizations/international-education-monitor/dossier-monitor">seven dossiers</a> and categorised by <a href="http://www.nuffic.nl/international-organizations/international-education-monitor/country-monitor">country</a>. It also gives a daily selection of the most interesting <a href="http://www.nuffic.nl/international-organizations/international-education-monitor/news-monitor/international-news">international news</a> and <a href="http://www.nuffic.nl/international-organizations/international-education-monitor/news-monitor/dutch-news">Dutch news</a>. Furthermore, it presents monthly overviews of Dutch, European and international <a href="http://www.nuffic.nl/international-organizations/international-education-monitor/policy-monitor">policy initiatives</a> and a list of<a href="http://www.nuffic.nl/international-organizations/international-education-monitor/news-monitor/conferences-2010-2011"> future conferences</a>.</p>
<p>The monitor also features a <a href="http://www.nuffic.nl/international-organizations/international-education-monitor/nuffic-blog">blog on international higher education</a> issues. Being one of the blog <a href="http://www.nuffic.nl/international-organizations/international-education-monitor/nuffic-blog/nuffic-blog/international-organizations/international-education-monitor/nuffic-blog/contributors-1">contributors</a>, I will also cross post my own contributions here. 			<content:encoded><![CDATA[<p><a href="http://blog.beerkens.info/index.php/tags/location/world/"><img style="margin: 0pt 10px 10px 0pt; float: left" src="http://www.beerkens.info/flags/world.png" border="0" alt="" /></a>Some years ago <a href="http://blog.beerkens.info/index.php/2006/02/podcast-university/" target="_blank">the first podcasts emerged</a> in higher education. Initially these were mostly downloadable lecture series, mainly from US universities. Universities like <a href="http://itunes.berkeley.edu/" target="_blank">Berkeley</a> and <a href="http://itunes.stanford.edu/" target="_blank">Stanford</a> took the lead here but soon many other US universities followed and later, also <a href="http://news.bbc.co.uk/1/hi/education/7431918.stm" target="_blank">some UK universities</a> jumped the <a href="http://www.apple.com/support/itunes_u/" target="_blank">iTunes U</a> bandwagon. In the Netherlands, the universities of Wageningen, <a href="http://podcastrechten.weblog.leidenuniv.nl/" target="_blank">Leiden</a> and Rotterdam were the first to podcast lectures. Of course there were fears that these podcasts would make real lectures superfluous, but i don&#8217;t think that <a href="http://www.timeshighereducation.co.uk/story.asp?storyCode=310896&amp;sectioncode=26" target="_blank">podcasts ever knocked lectures off the podium</a>.</p>
<p>More recently, also several podcasts have emerged that discuss the topic of higher education. The <a href="http://chronicle.com/multimedia/podcasts/" target="_blank">chronicle has its podcast</a> with weekly interviews with prominent researchers, college leaders, and Chronicle reporters about big ideas in higher education. The Center for International Higher Education at Boston College has a <a href="http://www.bc.edu/bc_org/avp/soe/cihe/podcast/" target="_blank">podcast series</a> with a more global scope. It brings key thinkers and leaders in higher education worldwide to a global audience. The series is coordinated by Laura Rumbley and it is definitely worth to have a look.</p>
<p>The past week there have also been some blogs that entered the world of podcasting. The <a href="http://www.centerforcollegeaffordability.org/">Center for College Affordability and Productivity</a> presented it&#8217;s first podcast on it&#8217;s <a href="http://collegeaffordability.blogspot.com/2009/05/ccap-podcasts.html" target="_blank">blog</a>. It features the center&#8217;s director Richard Vedder discussing the role of incentives and power in higher education.<a href="http://www.beerkens.info/blog/images/PodcastingHigherEd_9468/Podcast_logo.jpg"><img style="border-bottom: 0px; border-left: 0px; margin: 10px 0px 0px 25px; border-top: 0px; border-right: 0px" src="http://www.beerkens.info/blog/images/PodcastingHigherEd_9468/Podcast_logo_thumb.jpg" border="0" alt="Podcast_logo" width="80" height="84" align="right" /></a></p>
<p>For several years, the students of the Erasmus Mundus Programme on Higher Education have brought you the <a href="http://stan.uio.no/blog/flexlearn/" target="_blank">Hedda blog</a> to you. I have taught a module on internationalisation, globalisation and the knowledge society for this module for several years (and loved it every year!). Of course I was pleased to see that they have started their own <a href="http://uv-blog.uio.no/mt/flexlearn/2009/04/international-higher-education.html" target="_blank">podcast series</a> as well. Their first podcast features an interview with Peter Maassen, an ex colleague of mine at Cheps and now professor of Higher Education at the University of Oslo. He discusses his new book <a href="http://www.springer.com/education/higher+education/book/978-1-4020-8282-5">Borderless Knowledge?  Understanding the &#8220;New&#8221; Internationalisation of Research and Higher Education in Norway</a>.</p>
<p><em>Update</em>: I was pointed to the <a title="http://www.luminafoundation.org/podcast/" href="http://">podcast series</a> of the <a href="http://www.luminafoundation.org">Lumina foundation</a>. This is the foundation that is also keeping a close American watch on the Bologna process. 			<content:encoded><![CDATA[<p><a href="http://blog.beerkens.info/index.php/tags/location/usa/"><img style="float: left; margin: 0pt 10px 10px 0pt" src="http://www.beerkens.info/flags/us.png" border="0"/></a>I&#8217;m reading &#8216;The Access Principle&#8217; by <a href="http://ed.stanford.edu/suse/faculty/displayRecord.php?suid=willinsk">John Willinsky</a>, a Canadian scholar now at the Stanford University School of Education. He is also the driving force behind the <a href="http://pkp.sfu.ca/node/1410">Public Knowledge Project</a>, dedicated to improving the scholarly and public quality of research. I heard about his book some time ago when developing an interest in the open access movement (especially in relation to research in developing countries). But I got really interested after reading the intro to <a href="http://www.scottaaronson.com/writings/journal.html">this book review</a> by <a href="http://www.scottaaronson.com">Scott Aaronson</a>:<br />

<p>I have an ingenious idea for a company. My company will be in the business of selling computer games. But, unlike other computer game companies, mine will never have to hire a single programmer, game designer, or graphic artist. Instead I&#8217;ll simply find people who know how to make games, and ask them to <i>donate</i> their games to me. Naturally, anyone generous enough to donate a game will immediately relinquish all further rights to it. From then on, I alone will be the copyright-holder, distributor, and collector of royalties. This is not to say, however, that I&#8217;ll provide no &#8220;value-added.&#8221; My company will be the one that packages the games in 25-cent cardboard boxes, then resells the boxes for up to $300 apiece.  </p>
<p>But why would developers donate their games to me? Because <i>they&#8217;ll need my seal of approval</i>. I&#8217;ll convince developers that, if a game isn&#8217;t distributed by my company, then the game doesn&#8217;t &#8220;count&#8221; &#8212; indeed, barely even exists &#8212; and all their labor on it has been in vain.  </p>
<p>Admittedly, for the scheme to work, my seal of approval will have to <i>mean</i> something. So before putting it on a game, I&#8217;ll first send the game out to a team of experts who will test it, debug it, and recommend changes. But will I pay the experts for that service? Not at all: as the final cherry atop my chutzpah sundae, I&#8217;ll tell the experts that it&#8217;s their professional duty to evaluate, test, and debug my games for free!  </p>
<p>On reflection, perhaps no game developer would be gullible enough to fall for my scheme. I need a community that has a higher tolerance for the ridiculous &#8212; a community that, even after my operation is unmasked, will study it and hold meetings, but not &#8220;rush to judgment&#8221; by dissociating itself from me. But who on Earth could possibly be so paralyzed by indecision, so averse to change, so immune to common sense?  </p>
<p>I&#8217;ve got it: <i>academics</i>!</p>

That has definitely worked and therefore it&#8217;s a good thing that <a href="http://www.google.com/search?hl=en&amp;lr=&amp;as_qdr=all&amp;q=blogs+phd+student&amp;btnG=Search">many PhD students</a> started blogging, and actually, nowadays <a href="http://chronicle.com/jobs/blogs.htm">many academics are writing</a> about their <a href="http://www.academicblogs.org/wiki/index.php/Main_Page">research</a> and their academic life.</p>
<p>I&#8217;m still managing to create a few blog posts a month but unfortunately posting is getting less frequent since I left academia and moved <a href="http://www.nuffic.nl">elsewhere</a>. Yet, it&#8217;s still good to see many people find their way to the blog. Somewhere this summer, I got my 200,000th visitor.</p>

<p>It&#8217;s always interesting to see what brings people here. Clearly, the most popular search terms are related to the university league table of the Times Higher. The peak in the chart is caused by a <a href="http://blog.beerkens.info/index.php/2007/11/thes-2007-us-uk-6-4/">little scoop</a> I had in November, presenting the Times Higher ranking before it was officially published. At least I hope that the people arriving at my blog looking for these rankings take the time to click through the more critical posts on the <a href="http://blog.beerkens.info/index.php/2007/03/qs-and-flawed-rankings/">methodology</a>, <a href="http://blog.beerkens.info/index.php/2007/08/international-rankings-a-self-fulfilling-nightmare/">risks</a> and <a href="http://blog.beerkens.info/index.php/2008/04/counting-what-is-measured-or-measuring-what-counts/">consequences</a> of ranking. The THES University Rankings 2008 are expected on October 9&#8230;</p>
<p>But fortunately there are also people looking for other things. Although in some cases these search terms really make you wonder&#8230; Here are a few examples:</p>

<p>Both the <a href="http://www.dest.gov.au/" target="_blank">Department of Education, Employment and Workplace Relations</a> (DEST) of the Australian Commonwealth Government and the <a href="http://www.dius.gov.uk/index.html" target="_blank">Department of Innovation, Universities and Skills</a> (DIUS) of the British Government are looking for news to organise and coordinate their higher education sector. For this, they have started a similar initiative. Both are relying heavily on input from the field and the broader society to get new ideas, and probably to receive more support for their future polices. Yet, there are some differences as well.</p>
<p>In its <a href="http://www.dest.gov.au/sectors/higher_education/policy_issues_reviews/reviews/highered_review/" target="_blank">Review of Higher Education</a>, the Australian government has asked a small expert panel to write a Higher Education Discussion Paper. This <a href="http://www.dest.gov.au/sectors/higher_education/policy_issues_reviews/reviews/documents/Review_AusHEd_Internals_100pp_FINAL_WEB_pdf.htm" target="_blank">Discussion Paper</a> (PDF, 4 MB) was released in June and addresses a wide range of questions structured around nine key challenges and issues for higher education in Australia over the coming decades. </p>
<blockquote><p>· Meeting labour market and industry needs<br />· Opportunities to participate in higher education<br />· The student experience of higher education<br />· Connecting with other education and training sectors<br />· Higher education’s role in the national innovation system<br />· Australia’s higher education sector in the international arena<br />· HE’s contribution to Australia’s economic, social and cultural capital<br />· Resourcing the system<br />· Governance and regulation</p>

<p>After this release, the Expert Panel invited the community to react to this paper and send in their submissions before 31 July. This has led to <a href="http://www.dest.gov.au/sectors/higher_education/policy_issues_reviews/reviews/highered_review/submissions_1_100.htm" target="_blank">300 submissions</a> responding to the discussion paper. Responses have been submitted by interested individuals, Vice Chancellors, Leaders of intermediary organisations, student unions, etc. There&#8217;s also a range of HE experts and researchers that submitted their reactions, and even some HE bloggers (who of course are also experts; for instance <a href="http://andrewnorton.info/blog" target="_blank">Andrew Norton</a> &#8211; <a href="http://www.dest.gov.au/sectors/higher_education/policy_issues_reviews/reviews/highered_review/documents/091_a_norton_pdf.htm" target="_blank">submission 91</a> and <a href="http://www.vc.mq.edu.au/blog/" target="_blank">Steven Schwartz</a> &#8211; <a href="http://www.dest.gov.au/sectors/higher_education/policy_issues_reviews/reviews/highered_review/documents/066_professor_steven_schwartz_pdf.htm" target="_blank">Submission 66</a>). The Review Panel will provide its report on priority action by the end of October 2008, and final report by the end of the year. I&#8217;ll keep an eye on it&#8230;</p>
<p><a href="http://blog.beerkens.info/index.php/tags/location/uk/"><img style="float: left; margin: 0pt 10px 10px 0pt" src="http://www.beerkens.info/flags/england.png" border="0"/></a>In the UK,&nbsp; the Secretary of State for DIUS, John Denham, claimed that the UK needs to decide what a world-class HE system of the future should look like and what it should seek to achieve. And he also is asking the public to participate in this <a href="http://www.dius.gov.uk/policy/he-debate.html" target="_blank">Higher Education Debate</a>. Denham first asked eight experts to present their advise and opinions on eight different themes: </p>
<blockquote><p>· Part-time studies in Higher Education<br />· Demographic challenge facing Higher Education<br />· Teaching and student experience<br />· International issues in Higher Education<br />· Intellectual property and research benefits<br />· Academia and public policy making<br />· Research careers<br />· Understanding institutional performance</p>
</blockquote>
<p>These contributions will lead to a formal public consultation on a policy framework for HE in the autumn. They however also form the input for discussions on these eight topics with the wider public. And the discussions are conducted&#8230;yes on a blog. On the <a href="http://hedebate.jiscinvolve.org/" target="_blank">Future of Higher Education Blog</a> readers have the opportunity to comment on the opinions of the experts. </p>
<p>The Australian example has shown that there are plenty of HE stakeholders and experts willing to spend some time in drafting future HE plans (I feel sorry for all the staff at DEST that has to go through them all). In some ways their process resembles the consultation process of the European Commission (for instance <a href="http://ec.europa.eu/eit/second_phase_en.htm" target="_blank">here</a>, for the EIT).  </p>
<p>What the input of the English public will be remains to be seen. Until now, comments on the blog are only few &#8211; and not always very constructive contributions. However, the&nbsp; discussion opportunity has only been online since July.&nbsp; </p>
<p>Even though the outcomes of these processes are not yet clear, I welcome these new ways of policy making. Even though these new initiatives would fit well in the (consensus oriented) Dutch political culture, &#8211; to my knowledge &#8211; the use of the Internet in the process of policy making and formulation is still rare. Maybe an idea for Dutch higher education&#8230;?</p>

The Web 2.0 principles were already introduced in the field of science and innovation by the <a href="http://blog.beerkens.info/index.php/2007/04/science-20/">iBridge Network</a>. <a href="http://www.facebook.com">Facebook</a> brought social networking to the university, but it&#8217;s main goal was not exactly academic in nature. <a href="http://www.linkedin.com">LinkedIn</a> brought social networking to the professional sphere. Recently there have been some initiatives that bring social networking to academic life: Researchgate and Graduate Junction.<a href="http://www.graduatejunction.com/"><img style="border-right: 0px; border-top: 0px; margin: 10px 0px 0px 20px; border-left: 0px; border-bottom: 0px" height="88" alt="graduatejunction" src="http://blog.beerkens.info/images/graduatejunction4.png" width="88" align="right" border="0" /></a></p>
<p><a href="http://www.graduatejunction.com/">The Graduate Junction</a> was established by Daniel Colegate and Esther Dingley, graduate&#160; students in respectively Chemistry and Education at the University of Durham, in the United Kingdom. They set up The Graduate Junction because they were &#8211; in their own words &#8211; frustrated by a feeling of isolation in their own research projects and wanted to know who, if anyone, was doing similar research. I have had a quick look at it and it looks good and has the potential to be a valuable tool for graduate students. Much of its success obviously depends on the number of participants it will attract. If I still were a student I would definitely sign up and become member of <a href="http://www.graduatejunction.com/group/members/Higher%20Education">groups like this</a>.</p>
<p><a href="http://www.researchgate.net/" target="_blank"><img style="border-top-width: 0px; border-left-width: 0px; border-bottom-width: 0px; margin: 0px 15px 0px 0px; border-right-width: 0px" height="76" alt="researchgate" src="http://blog.beerkens.info/images/researchgate.jpg" width="122" align="left" border="0" /></a> <a href="http://www.researchgate.net/">Researchgate</a> targets a larger community. It is meant as a networking tool for all academics and researchers. It is set up by three students from Germany (one of them now being at Harvard). Two of them in Medicine, one in Computer Science. The concept is backed by a <a href="https://www.researchgate.net/aboutus.AboutUsWorldmap.html">world wide network</a> of experts and advisers. Researchgate has big aspirations. Next to a networking tool, it sees itself as the start of a more profound change where researchers take more and more control over their publications and research findings.</p>
<p>So where will all this lead? Well&#8230;my experiences with these new tools for &#8211; often conservative &#8211; academics have not always been positive. Nevertheless I&#8217;m positive about these new tools. Graduate Junction has the advantage that it targets a younger group of people and probably more open to these kind of innovations. In addition, I think that the need of these tools might be more substantial with graduate students than with researchers in general. This is simply because the &#8216;normal&#8217; channels such as journals and conferences are not so readily available to them and don&#8217;t provide that many opportunities for direct interaction. </p>
<p>Researchgate on the other hand has a more professional look and already is backed by a large network of academics. It also seems to provide more advanced technological opportunities like importing endnote libraries and linking with databases such as PubMed. I would love to see a further expansion to enable more interaction and maybe new opportunities for open peer reviewing.</p>
<p>I hope both initiatives will succeed. It&#8217;s about time for the academic community to start using the technological opportunities available. Both might turn out to be great new opportunities for inter-organisational, interdisciplinary and international cooperation.</p>

<p>What is this about? It&#8217;s about a new information resource in higher education: <a href="http://www.universityworldnews.com" target="_blank">University World News</a>:</p>

It&#8217;s still a bit low on content but I think they are only in their first week. I&#8217;ll keep an eye on it. Only one small thing. If anyone of UWN reads this: please add an RSS feed. </p>

<p>The <a href="http://www.economist.com" target="_blank">Economist</a> has taken the initiative to start a <a href="http://www.economist.com/debate/index.cfm">debate series</a>. In the series, a range of topics will be debated in the <a href="http://www.economist.com/debate/index.cfm?area=about">Oxford 2.0 style</a>. The first topic being debated is&#8230; Education. And <a href="http://www.economist.com/debate/vote.cfm" target="_blank">you can decide</a> on the topic that&#8217;s being discussed.</p>
<p>Five propositions that the Economist sees the most far-reaching and divisive aspects of the education debate, are short-listed . It covers a variety of topics ranging from the place of foreign students to the global digital divide to private contributions in higher ed.</p>
<p>Here are the 5 selected propositions:</p>
<p><span id="more-212"></span></p>
<p><strong>1.</strong> This house believes that the continuing introduction of new technologies and new media adds little to the quality of most education.</p>
<blockquote><p>Over the last several decades, large investments have been made to equip primary and secondary schools with computers and teacher training (to use technology). Now it is time to examine whether there has been a sufficient return on this investment. Does technology really offer substantive advantages to students? Does technology accelerate or impede real progress in education? Similarly, does technology serve as a teaching crutch or does it offer the ability to promote sustainable change in the worlds classrooms? And if so, is the technology deployed today being used to best possible advantage? What conditions need to exist in schools for technology to have an impact?</p></blockquote>
<p><strong>2.</strong> This house proposes that governments and universities everywhere should be competing to attract and educate all suitably-qualified students regardless of nationality and residence.</p>
<blockquote><p>Should countries limit the amount of foreign students admitted to its university programs? How do you educate on a global basis while still maintaining focus on national competitiveness? As markets and corporations increasingly become transnational, the nature of work and the skills required to execute that work, are changing. Ideally, what sort of education will the next generation of students need before they enter the global workforce? Is globalization already changing the nature of how students are being educated? What is the right thing for countries to do?</p></blockquote>
<p><strong>3.</strong> This house believes that companies donate to education mainly to win public goodwill and there is nothing wrong with this.</p>
<blockquote><p>What is the real agenda for large corporate education donors? Does corporate education philanthropy actually provide teachers and students an advantage, or is it simply an unassailable marketing effort to promote corporate brand reputation? Furthermore, does the introduction of corporate money into an educational institution inherently bias the educational agenda of those organizations it purports to help? Does the inherent value of corporate support outweigh any potential negative effects on institutions beholden to corporate donations? Or is corporate support the best sort of enlightened self interest that directly meets the needs of schools, students and teachers.</p></blockquote>
<p><strong>4.</strong> This house believes that the &#8220;digital divide&#8221; is a secondary problem in the educational needs of developing countries.</p>
<blockquote><p>Much has been written about the &#8220;digital divide&#8221; between developed and developing countries and the role that technology might play in supporting economic development. But can technology actually contribute to improving the quality of education in emerging countries? Do schools in emerging countries currently have the capacity to adopt new technologies, and if not, run the risk of further exaggerating current inequalities or even create new ones? What corollary policies and programs should be enacted for technology to support the advancement of education in developing nations?</p></blockquote>
<p><strong>5.</strong> This house believes that social networking technologies will bring large changes to educational methods, in and out of the classroom.</p>
<blockquote><p>Social networking sites such as MySpace and Facebook have now become a ubiquitous part of many students&#8217; lives. The value of social networking has been defined, in one sense, as the collective power of community to help inform perspectives that would not be unilaterally formed &#8211; e.g. the best thinking comes from many not one. Others argue that significant time spent on social networking platforms actually distract students from their studies. So a question emerges, could the introduction of social networking tools be useful in a formal classroom setting? Additionally, is the concept of social networking a progressive, but legitimate, form of student-to-student and student-to-teacher collaboration?</p></blockquote>
<p>You can select the proposition that&#8217;s most important and <a href="http://www.economist.com/debate/vote.cfm" target="_blank">vote for it here</a>. The highest ranking propositions will then be debated, with the first debate coming up on Oct 15th. Rebuttals are at the 18th, closing arguments at the 23rd and the winner is announced at the 26th.</p>
<p>My opinion? Most important and relevant would probably be proposition 4. On the other hand, proposition 5 would be very interesting&#8230;</p>

Universities can use the platform to license and distribute a variety of items, including software, research tools, databases, teaching materials, surveys, and reference materials.
<div align="justify">Obviously I was surprised to read on the <a href="http://www.urenio.org/2007/04/16/ibridge-network-links-ideas-innovation/">URENIO website </a>that the iBridge Network was launched at <a href="http://www.demo.com/conferences/demo07.php">DEMO 07</a> in January of this year. Well, it appears that the event I posted about 18 months ago was the announcement of the network, while this was the launch of the actual website and platform.</div>

<div align="justify">Laura Dorival Paglione, Director of the Kauffman Innovation Network, which manages the iBridge Network explained in her presentation: (b.t.w. sounds a lot like <a href="http://blog.beerkens.info/2005/09/after-ipod-itunes-ipod-nanothere-is.html">what the CEO was saying 18 months ago doesn&#8217;t it?</a> ;)<span style="color: rgb(51, 51, 51);"></span></div>

By encouraging widespread access to information and linking researchers with interested parties, we are hoping to more fully realize the innovation potential that research offers.&#8221;</span></p>

<div align="justify">The platform started as a pilot for five universities: <a href="http://www.wustl.edu/">Washington University in St. Louis</a>, <a href="http://www.unc.edu/">University of North Carolina at Chapel Hill</a>, <a href="http://www.warf.ws/">Wisconsin Alumni Research Foundation</a>, <a href="http://www.cornell.edu/">Cornell University</a> and the <a href="http://www.ku.edu/">University of Kansas</a>. The <a href="http://www.uchicago.edu/">University of Chicago </a>and the <a href="http://www.arizona.edu/">University of Arizona </a>have joined a few months after the announcement.</div>

<div align="justify">I was a bit skeptical in my first post on this service. Looking at the <a href="http://www.ibridgenetwork.org/">website now</a>, I think that it might eventually work. A <a href="http://www.demo.com/demonstrators/demo2007/91316.php">video presentation</a> is available at the DEMO 07 website. With all the share and collaborate features, tag clouds, categories and of course the ubiquitous &#8216;beta&#8217; indication it looks a lot like Science 2.0. But like any Web 2.0 application, it will be very much dependent on the &#8216;user generated content&#8217;. Let&#8217;s see in another 18 months whether scientists are ready for science 2.0&#8230; </div>

			<content:encoded><![CDATA[<p align="justify">The <a href="http://www.sasi.group.shef.ac.uk/">Spatial and Social Inequalities Research Group</a> of the Geography Department at the <a href="http://www.shef.ac.uk/">University of Sheffield</a> have created an interesting website. <a href="http://www.worldmapper.org/">Worldmapper: the world as you&#8217;ve never seen it before</a>. It is a collection of world maps, where territories are re-sized on each map according to the subject of interest.</p>
<p>I played around a bit, creating maps reflecting the <a href="http://www.sasi.group.shef.ac.uk/worldmapper/images/largepng/203.png">participation in higher education</a>, the amount <a href="http://www.sasi.group.shef.ac.uk/worldmapper/images/largepng/211.png">higher education spending</a> and the <a href="http://www.sasi.group.shef.ac.uk/worldmapper/images/largepng/205.png">scientific research</a> in terms of the number of scientific articles. Unsurprisingly, this creates maps where the US, Europe and East Asia is dominating. However, if you compare it with a <a href="http://www.sasi.group.shef.ac.uk/worldmapper/images/largepng/2.png">population map</a>, it&#8217;s clear that the dominance is especially in North America, Europe and Japan.</p>
<p align="justify">However, if we look at the maps (click for enlargements) that show the <strong>growth</strong> in higher education spending&#8230;</p>

<div align="justify">Australia has basically vanished from the face of the earth, in terms of the growth in spending on higher ed. It looks like it has to illustrate a negative value. Some other countries where growth is not keeping up are the Netherlands and the UK.</div>

<div align="justify">The map on <a href="http://www.sasi.group.shef.ac.uk/worldmapper/images/largepng/211.png">higher education spending</a> already shows that Malaysia, Thailand and Singapore already spent relatively much on higher education. The map on the growth of spending shows that these countries&#8217; increasingly see higher education as a priority.</div>

<div align="justify">Singapore&#8217;s fixation with the emerging knowledge economy seems to bear fruit. Singapore had the greatest per person increase in scientific publications.</div>

<div align="justify">In terms of scientific growth, nearly the whole continent of Africa seems to be swept of the map. But also a populous country like Indonesia has turned from a string of islands into a nearly invisible line. </div>
